Looks like things might be changing. I tried the two browser method to apply for both today. Approved instantly on AmEx. Pending decision on Visa. I called the reconsideration number, and was told I was denied by American Airlines on the Visa. The rep told me AA is making changes, and they are now limiting the number of applications at the same time to limit the number of bonus miles that people can get. Seems like the same news from the Hilton Citi thread. They might have shut the two applications down.
