How long have you had a Choice account? I suspect there are more things that allow you to do the transfer than are stated, but they may not be exactly defined in a way that they could explain. For example, how long ago you joined Choice might be a factor too. (Remember, what they're trying to weed out is simply those people who signed up for Choice for no reason other than to wash Amtrak through to Southwest. If you had Choice points before your Amtrak conversion went through, you presumably didn't join Choice just to convert Amtrak!)
I had never had a choice account before this deal.
In Oct my wife transferred Amex-Cont-Amtrak-Choice-Southwest.
In Nov I did Amex-Cont-Amtrak-my wife's choice. These are the points that finally just posted. According to Amtrak and choice, I did not violate any rules by going from my amtrak to my wife's choice.
My reasoning in doing it this way is the Southwest Companion Pass.
