QF rations TP on bummer diversion

http://www.stuff.co.nz/4763547a4560.html

Qantas was forced to ration water, biscuits, nappies and toilet paper - four sheets a person - to passengers who spent more than 24 hours on a flight diverted from Sydney because of a storm.
It seems "decided to" is written "was forced" in NZ newspapers. Apparently it's "not possible [for QF] to get extra supplies on board at Canberra," but it is possible for them to get people off and on the 747.

How odd. It would make sense if Canberra was devoid of food and toilet paper.
