For scenario #1 I don't see why not. The main issue will be interlining, for your luggage. But CX and JL interline (or used to before Covid, at least), so this shouldn't be much of an issue.
For scenario #2, the issue will be the luggage indeed. ANA and CX don't interline, AFAIK, and you won't be allowed to pass through Immigration to pick up your luggage, then onwards through Customs, to go upstairs and check in again. There's no "quotes" about entering the country you would definitely enter Japan...
It would be nice if NRT and/or HND had a luggage retrieval service like in HKG for the ferry, allowing check-in without entering the country... But, such a service would probably a huge mess to organize...

Update from OP in case it helps anyone else get out of HK:
Oneworld does have RTW. However, you need to start and stop in BKK or Tokyo, if you are coming back--Japan tougher as you can't enter the country right now without QT, or at all if you don't live there, and the flight connection there are basically non existent for OneWorld. Thailand right now is pretty easy to get into, so what I did was book a HKG-BKK flight TG601 (Wednesday Fridays and Sundays, I think, leaves 1235), enrolled in their Thailand Pass, got a Test and GO hotel for one night (prepaid), proof of vax, pcr test on way out (72 hrs)-and all set. Then booked RTW with OW leaving the 12th on JL to west coast, and Finnair from ORD to Europe and from HEL back to BKK, stopovers and open jaw on each. 330k biz redemptions for wife and I. Sucks cause you can't do as much if CX was able to be added, but as they don't really fly, I still feel lucky.

I'm currently pondering a summer holiday (so not urgent) using a RTW ticket along the lines of HKG-America-Europe-Thailand // Thailand - Singapore (work a bit) - HKG, and due to the multiple destinations the RTW ticket seems to be lower risk and more flexible. The BKK-SIN-HKG route is a bit of a pain (has to go via KUL with MH), but keeps it all on one ticket.

Out of interest, as I've been considering it, is there any reason you didn't do a oneworld RTW ticket from Hong Kong, is it just much more expensive than BKK? Or you did a redemption RTW (wow at finding availability!). I have presumed I need to pay $$$ to find enough business class availability.

Even if I didn't want an around the world, could not book a oneworld that connected anywhere for onward to the US. Could book Japan one day before on JL, but not allowed to transfer overnight or between HND and NRT at the moment. BKK allows the test and go (can safely ignore the scarmongering a few posts back, it was lovely, and they are happy to have people in the country. Maybe just compared to the misery in HK.
I did HKG-BKK revenue Thai Airways (3x/week currently, Emirates also has flights) then RTW award BKK--BKK . Did it by finding avail on BA, checking on asiamiles.com, having whole itn with flight numbers, and backups for each leg, kept to the rules (esp the 2 airlines only, without that one I could have done so much more), and chatting but did it and got 2 tickets for 360k

I booked an award flight from HKG-JFK in August. If Cathay cancels the flight on my particular day, will they automatically shift me forward or to later flight? If I insist I need to fly on that day, will they re-accomodate me on partner airline like JAL or Qatar etc?
