Since you have plenty of good suggestions already, I will try not to repeat them.
Re you departure time being at 4PM - you might consider checking in at TCAT early that day. Take subway over to Asakusa and tour the Senso-ji Temple and Asakusa Jinja. There is also the Hanayashiki Amusement Park nearby where you kids might be interested. For local social culture, try walk the Nakamise-dori and Kappabashi Dogugai. If that's does sound too cool, there is Ueno Park within subway-reach. Get back to TCAT by 1PM and you are all set to head out to NRT by limousine bus.

Sorry OP for misguiding you.
Had not used it since 2001. Just found the reason for its demise:
"From Tara on Wed, 29 Jan 2003:
TCAT closed the day after World Cup 2002 finished. The convenience disappeared after 9-11 made it impossible to check your bags in advance and travel hands-free, so people stopped using it, and it folded."

TCAT is very much open. It functions as a bus station with very frequent bus services to and from Narita and Haneda airports. It's quite convenient for some people.

However, it is no longer possible to check-in for flights at TCAT.
