Can a travel agent stop frequent flyer miles

My read on it is Latin Pass has reason to suspect that miles may have been earned illegally (backdating of travel dates to earn bonus miles), and thus is suspending the account (preventing use of any miles) until an investigation is complete.
My feeling - you have problems. All the agent has to say to LP is that she booked some travel for you (easily verifiable by LP), and that she has reason to suspect that some of the activity required for the mileage promotion may have been illegal. At that point it's up to the airline to determine what it wants to do with that information. Given how LP seemed to want to restrict the number of people eligible for the bonus (didn't they try to change the rules in the middle of it), it would make sense that they would investigate any rumor of possible impropriety.
I don't think you can do anything against the travel agent (other than not doing further business with her, and trying to collect any overcharges you said she made). You're only hope is that the Avis receipts are solid enough, and/or Avis does not want to cooperate in an investigation, such that LP has no grounds to be able to disprove your rentals.

Not sure if the "deal" you made was a bribe... but that person could be in trouble with AVIS if Latin Pass chooses to pursue it.
While I did not do the LP, I understand they are being very strict (and oftentimes unreasonable) about qualification. But, sounds like you did not qualify within their rules... so expect they will try to not honor your requests.
Sounds like they have the advantage and high ground on this one.

Sounds to me like you cheated and got caught. Above and beyond what the travel agent has charged or not charged (imo that is a separate issue) backdating receipts to gain the miles is cheating and if you got caught by whatever means you deserve whatever you get.

Isn't your initial question already answered?
The TA has done something to your account. Regardless of the outcome of your situation, and I wish you all the best, I think you've given us all a lesson, there are limits to this game and there are consequences to going outside of those limits.
