Transit hotel restrictions

According to https://www.harilelahospitality.com/faqs it seems you can stay at the hotel in Changi T3 as long as you have your boarding pass for the onward flight. But on the booking page it says " For passengers arriving and departing, it is mandatory to have both flights booked within the same booking itinerary.". Anyone know which is correct? Although I'm just a simple angmoh I have experienced Singaporean rules enough to know that just because something doesn't have a logical reason, doesn't mean that the rule won't be strictly enforced!

That mandatory language could be a holdover from during Covid lockdown times?
