Whoever told you that such a place exists presumably knows where it is and how to get in touch.

I am curious as to why you want to contact a compliance office, but I would start just by emailing mileage plus/customer care.

Is this related to your post a couple days ago, when you couldn't log onto your account? If so, this should probably be merged with that thread. You'll also find people more receptive to helping if you post a follow-up to the many replies you had in that thread. Just kind of the civil, nice thing to do in a community of fellow flyers. If you have an issue with people being curious about what's going on, then I'd suggest asking someplace where random curiousity is one of the main attractions.

Security, Audits and whatever "Compliance" is are not usually directly accessible departments.

The Chief Compliance Officer for UnitedContinental Holdings Inc. is its General Counsel, Brett Hart (even though I am not sure that they are using that title these days). There is nothing such as "compliance officer" for the frequent flyer program, since there are not any government Laws, Rules and Regulations covering those (unlike transporting people and goods in airplanes) and this is what compliance officers deal with.

I am sure that you are asking for something else.

I like the idea of a Mileage Plus Compliance Office. Right across from the Mileage Plus Office of Professional Responsibility and down the hall from The Mileage Plus Waste, Fraud and Mismanagement Hotline.

Which one would handle complaints about upgrades being processed in the wrong order?

The Mileage Plus Entitlement Office.

It will, of course, only be open from 6am-7am on Monday mornings. And you must qualify to be able to file a complaint!
