A bit surprised it will take this long for recovery, given that the typhoon weakened dramatically when it actually got to Guam. Guam likely only had category 1/2 conditions based upon all available observations.

Mawar is now a tropical storm and heading northwesterly northeasterly to parallel Japan's southern coast:

If anything it would retard the United Club move.
Limited on-island construction and similar resources are being deployed to higher priority projects elsewhere.

Kangaroo Island in South Australia was roughly 65% destroyed by the fires in January 2020. When we were there in August 2022, some venues still werent rebuilt, and this island is conveniently connected to mainland by a ferry with multi-daily service. I would think an island like Guam, which is much more isolated from any land, never mind its parent country, would have an even harder time acquiring resources.
While this topic has mainly been about GUM, is there any update on the other nearby islands? SPN, PNI, TKK, ROR? I assume no news is good news for them, although I would be shocked if SPN got lucky being so close to GUM.

The typhoon-strength winds hit only Guam and Rota (ROP). As indicated in the typhoon charts posted above, Saipan experienced only tropical storm level winds.
Guam got it worst, and has many struggles ahead. With their harbor, there will be no shortage of material resources shipped in, but manpower (labor) is a perpetual problem.
Rota has a much smaller (tiny) population. Life there is tough even in the best of times, and the people of Luta (Rota) are very resilient.
My office has a paralegal down on Luta. There has not been a lot of news, but it is covered in the Marianas Variety.

Some telephone service has been down, with the phones not ringing, especially if service is provided by Docomo.
