Changing a booking after WestJet-initiated schedule change/cancellation

Arranged a WJ callback right now, and they called back. The agent said the same thing as the travel agent that their internal policy categorised 3 hour of change as major change - honestly I don't get it. Sometimes DL or AC even 15 minutes, some agent are willing to change the flight for me
